  Posting and Distribution of Materials Policy

The Library is frequently asked to distribute posters, flyers, brochures and other miscellaneous announcements of community events. As part of its public service and information mission, the Morton Grove Public Library does post and distribute in limited numbers materials that publicize activities of a civic, cultural, educational, or recreational nature produced by non-commercial groups located in Morton Grove and as space allows, neighboring communities. Based on the appearance, contents, timeliness, local interest, and general suitability of the announcements, the Head of Public Services, operating under the delegated authority of the Director, approves the distribution and posting of such items. Unauthorized material will be discarded. Two bulletin boards in the building are available for the posting of public notices. Posting is free of charge.

  1. Generally, items will be approved if they do not seek to persuade politically or religiously; if they have not been printed primarily for the purpose of soliciting members, requesting donations, or selling merchandise, if the poster, flyer or brochure is professionally and neatly done. All activities and events noted in the materials for distribution and display must be open to all.

  2. Materials from an individual or a for-profit group, company, or organization (including for-profit nursery schools and job announcements) will not be accepted for posting or distribution. Exception: Community newspapers - newspapers, produced by for-profit organizations but distributed free of charge, with or without advertising, that contain news and feature articles relevant to the community are accepted for distribution. The Library will display political campaign literature if the material contains information about all candidates. Materials on individual candidates are not distributed or displayed in the Public Library.

  3. The availability of space in the Library may of itself limit the posting of announcements and distribution of materials. Items may be refused because of their size if at the time there is no available space to distribute or post them. In general, items accepted will be no larger than 8 1/2" x 11".

Guidelines:

  1. All notices are to be on a bulletin board, and any non-Library notices posted elsewhere, will be removed.

  2. Priority, when space is at a premium, must go to Morton Grove Public Library materials and Village events. The Library does not advocate or endorse the viewpoints of any group or individual.

  3. Because space is limited, it may not always be possible to distribute all announcements and literature that are acceptable under established guidelines.

  4. Postings must meet community standards for good taste in presentation and size criteria: recommended size no larger than 81/2 x 11 inches.

  5. Postings planned by a company or organization to promote, advertise or lead to sale of its products and services are not permitted.

  6. Display materials are considered disposable and library staff may remove and discard as necessary. It is the responsibility of the individual/organization requesting posting to make arrangements for approval and pickup.

Examples of materials, which are acceptable for posting, dependent on space limitations:

  • Material from a not-for-profit organization in Morton Grove, or directly involving
  • Morton Grove residents (i.e., Niles Township High Schools, Oakton Community College).

  • Notices of programs or lectures, which are not of a denominational nature from local churches.

  • Village notices.

  • Material relating to governmental services (Social Security, Postal Service, etc.).

  • Material from a not-for-profit organization in Morton Grove, or directly involving Morton Grove residents (i.e., Niles Township High Schools, Oakton Community College).

Examples of materials, which will not be accepted for posting:

  • Commercial notices.

  • Campaign materials for any elections.

  • Fund-raising materials for any groups outside Morton Grove, which do not include
  • Village residents among their members.

  • Personal expressions on any topic.

  • Religious or political tracts.

  • Group or organizational newsletters.

Priorities:

The following priorities will be used to determine which items will be distributed in the Library or posted on Library bulletin boards:

  1. Library materials

  2. Materials produced by the Village of Morton Grove and its agencies

  3. Announcements of events to be held in Morton Grove

  4. Materials produced by organizations headquartered in Morton Grove

  5. All other materials
