YA Plot, Looking for Title

"A YA book that I read in the 90s which was about a kid who goes to a
hotel to lifeguard as a summer job. There are really not many people
who are coming to stay there. As the staff members party by the pool
at night or just go for a swim the water starts to try to drown them,
succeeding in some cases. It turns out that the place is haunted.
What is this book? I though Caroline B Cooney might have written it, but
that doesn't seem to be the case. I read it after I read Freeztag by Cooney."
My co-worker would be ever so grateful if you could name this book!
