Soon's Historical Fiction site seems to be in the process of migrating to http://www.histfiction.net/ The Historical Fiction network. You may be able to find some useful info in the section under Book Search that shows HF References and takes you to An (Almost) Complete Guide to Historical Fiction Reference Books. From looking through that it looks like there probably isn't an award for adult mainstream historical fiction.

The Langum Project for Historical Literature offers an annual award for the best work of historical fiction published by a university press. They have an annual ceremony that is co-sponsored by the Friends of the Birmingham (Alabama) Public Library. The Langum Project does not seem to have a web site, however.
This year's award was just presented a couple of weeks ago, and it went to REBECCA WENTWORTH'S DISTRACTION by Robert J. Begiebing. This is the third book in Begiebing's trilogy of historical novels, which also includes THE STRANGE DEATH OF MISTRESS COFFIN and THE ADVENTURES OF ALLEGRA FULLERTON.
In REBECCA WENTWORTH'S DISTRACTION, Begiebing "brings another strange, strong New England woman and her times to vibrant life on the page," said the Concord (NH) Monitor. You can read more about the book at <http://www.upne.com/1-58465-284-5.html>.

Organizations devoted to other genres give awards for historical fiction
- besides the romance ones you mentioned (RITA and Romantic Times),
there's also the Christy for Christian historical fiction, the Herodotus
and the Bruce Alexander Historical Award for historical mystery fiction,
the WILLA for historical fiction of the women's west, the Spur for "best
novel of the west," etc. Of course, all of those are more specialized.
I also recall that there are some states that award prizes for the best
historical novel, but those will have regional emphasis.
