Vague memory this might be LEVEL 7 by (U of Minnesota professor)
Mordecai Roshwald (McGraw Hill, 1969), but I don't have a copy
handy to check. Perhaps someone else on the list does.

I've now found our copy of Mordecai Roshwald's LEVEL SEVEN, and it
does indeed seem to be the book you're asking about.
Roshwald, incidentally, has another novel of the period of Cold
War interest: A SMALL ARMAGEDDON. I think it's his only other
novel; most of his work is nonfiction in areas of philosophy
and religion.
