There is a series called Outlanders by James Axler (a publishing house
pseudonym) published by Worldwide. The plot you described sounds the same.
The first title (Exiles to Hell) came out in 1997 and they are now up to #25
Talon and Fang. This series was spun off from a 1980's series called
Deathlands also by Axler.

Subject: Outlands inquiry
have a patron who is looking for a science fiction book that he said is
probably from the 1970s or 1980s. He thinks the title is Outlands. The
plot concerns a post-nuclear war planet (probably Earth). He said it
is centered on the people living in forts cut into mountains (he called
them redoubts?) We have found several books with similar titles but
nothing that matches his description. Any ideas? Thanks in advance.
