Could possibly be Kay Hooper's Touch of Evil. Her
protagonist is a psychic/police sketch artist and the
serial killer does blind his victims. I don't
remember the bit about the wife.

Martha C. Lawrence's Elizabeth Chase is such a detective, and in one of her
cases she does deal with a crazed rapist. I don't remember whether he
blinded his victims or not.
