I've always thought that John Irving and Richard Russo are similar in style, if the quirky characters and regional settings is what the reader likes. Another possibility might be "The Miracle Life of Edgar Mint" by Brady Udall.

A reviewer in the June Booklist said that Long for This World by Michael
Byers would appeal to Richard Russo readers. It's due out this month.
