We know he was big in France, and there's a
reference to the publication of this title in
some Scandinavian country, complete with great
racy cover, at
http://www.hansen.nu/manhattan/nummer/121.html
and I notice a bib for the author on a Czech
website
http://mujweb.atlas.cz/www/darklink/cheyney.htm
For stories - "He Who Laughs Last," "The Last
Straw."?

This site is Swedish and the person behind it collects a mystery books
series. "Another Little Drink" was one of the titles in this series.

Peter Cheyney (1896-1951) was my first thought too. Alan Hubin's
CRIME FICTION II lists all of his novels and collections. Of the
novels, I'd agree that ANOTHER LITTLE DRINK (1940 UK; also published
as A TRAP FOR BELLAMY in US hc and PREMEDITATED MURDER in US pb) is
the likeliest; the only other "drink" title I see among the novels
is COCKTAILS FOR THE KILLER, and that's only a pb retitling of the
original hc LADIES WON'T WAIT. There's a 1954 French movie made
from his work called PLUS DE WHISKEY POUR CALLAGHAN, but the book it
was adapted from is variously known as IT COULDN'T MATTER LESS or
SET-UP FOR MURDER. Stretching a metaphor, there's also a 1944/45
novel called THEY NEVER SAY WHEN.
Of short stories, vague possibilities include "Cocktail for Cupid,"
"Cocktail Party," "The Wine Glass," "The Last Straw," "He Who Laughs
Last," and (if we assume puns in the title) "The Big Shot" or
"Vengeance with a Twist." The first two and the last of these
short stories have been titles of Cheyney story collections in
English, but of course any or all may have been title stories of
hypothetical Romanian collections.
The 1979+ section of UNESCO's "Index Translationum" database, the
largest such for book-length translations from one language into
another, is freely searchable online at
I find these Romanian translations of Cheyney there; notice the 5th
one, which is indeed a Romanian translation of ANOTHER LITTLE DRINK.
Of course, this one (1992) is well past the 1970s, but maybe it's a
new edition or new translation of an earlier version. In any case
it does indicate Cheyney seems to be fairly popular in Romania.
