If you mean is the "sequel" also by Goldman, I presume so (it reads
like him, and it appeared in the special 25th Anniversary edition;
it would be a bit of an insult to Goldman to have someone else ghost
a story credited to him in a special edition, I'd think).
If you mean does the (novel-length) "sequel" really exist, other than
in the form of that one excerpted alleged "chapter," I presume not.
(Surely Goldman has enough clout, and the book/movie is still a hot
enough property, that he if he had written a full-length sequel for
some reason that he could arrange to get it published.)
But I don't have any inside information...
(Er, we all know that "S. Morgenstern" never really existed, right?)

"I asked him [William Goldman] how he can reconcile his work on
BUTTERCUP'S BABY, a PRINCESS BRIDE follow up, with these feelings that
sequels are sell-outs.
"That's a valid question, and I won't even bother to defend myself. If I
was going to defend myself, I'd say that following up PRINCESS BRIDE is
much more like making a sequel to HOWARD THE DUCK than to STAR WARS.
PRINCESS BRIDE wasn't really a successful book in hardcover. Whatever
success it had was as a paperback. That was 25 years ago. I wrote Random
House to tell them the anniversary was coming up, and they wrote back to
say they'd do a 25th anniversary edition if I would write something
about BUTTERCUP'S BABY. I wrote about 80 pages of it, and it's out there
now."
I asked if that was going to be the total of the sequel, a sort of
gentle fib like the framework of the novel itself, or if he'd actually
finish the book.
"I don't know if I'm going to write it. I have that much written, and I
feel pretty neat about it. That's the only thing I've ever written, you
have to understand, that I really liked. Of all the books that I've
written, that's the one that I care for."

In the 25th anniversary edition of THE PRINCESS BRIDE, Goldman includes the first chapter to the sequel he claims he intends to write, called BUTTERCUP'S BABY. He claims that he hasn't had time to actually get it written down, but that he fully intends to one day. I say "claims" because I have been fooled before by Goldman's mixture of truth and fiction. :) If you're a big fan of the book like I am, it's worth going to a major bookstore near you and reading the updates to the original book and the first chapter of the alleged sequel. I enjoyed it. (And hey, I'm a library assistant--I can't afford to buy it new.)

I'm not exactly sure if this ties into the original question, but the 2002
(?) romance BUTTERCUP'S BABY by Karen Fox is NOT related to Goldman's
PRINCESS BRIDE -
From the amazon.com description: Ariel of the Fae has never seen a baby
before. But when the king sends her to the mortal world to check on his new
grandson, she falls instantly in love with the sleeping babe-and decides she
must have one too.
