No "red" or "river" in the title, but Ivan Doig wrote a novel about the
dam entitled, "Bucking the Sun."

AND THE DESERT SHALL BLOSSOM by Phyllis Barber (1991) shows up on
WorldCat as an historical Mormon novel about Hoover Dam.
I also find a 1985 juvenile, SWEPT IN THE WAVE OF TERROR by
Gloria Skurzynski, in which two teens foil a terrorist plot to
damage Hoover Dam.

very long shot but I am wondering if he might be thinking of RED WATER by
Freeman about the Mountain Meadows Massacre. Any other suggestions before
I call him back?

Just so not to send anyone off on a wild goose chase: BUCKING
THE SUN by I. Doig is about building the Fort Peck Dam in
Montana. BYE!
