Wild guess: one of Barry Hughart's three wonderful Chinese
fantasies--BRIDGE OF BIRDS; STORY OF THE STONE; EIGHT SKILLED
GENTLEMEN (reprinted in an omnibus volume as THE CHRONICLES
OF MASTER LI AND NUMBER TEN OX in 1998)?
These are fantasies set in China, and "Barry" is close to
"Bruce," and I believe an emperor or two appears. No title
word matches, though. First published in 1984, 1988, 1991.
Wonderful stuff. Unfortunately Hughart apparently has
given up writing altogether.

I was not sure if Barry Hugart's trilogy, mentioned already, was the title
you were looking for so I thought I offer another possibility. What about
Sean Russell's two-part series with the titles "Initiate Brother" and
"Gatherer of Clouds"? It is a Fantasy and the setting is a fictional
version of ancient China. The story deals with the build-up to and a
battle between two main factions over who will be the next ruler (Emperor)
with the Initiate Brother being the central character around which
everything takes place. Lots of historical detail about the workings of
the ancient Imperial court and a bit of mystery as to who, or what, the
'Brother' really is.
