Don't know if all of these qualify as romances, but:
UNDINE by Friedrich de La Motte-Fouque (early 1800s)
(various translations; also done as a play and as an opera; see
http://digital.library.upenn.edu/webbin/gutbook/lookup?num=2825
PEABODY'S MERMAID by Guy and Constance Jones (1946)--also movie.
THE SEA LADY by H.G. Wells--circa 1900
MIRANDA and MAD ABOUT MEN by Peter Blackmore (plays; former also
made into a movie)--late forties
THE MERMAID MADONNA by Strates Myriveles (1959 in English translation)
THE LOST SEA by Jan De Hartog (1951) -- one story within this book
THE MERMAN'S CHILDREN by Poul Anderson (1979)
"Mary Burnet" by James Hogg (short story, in various Hogg collections)
There's a discussion of mermaid fiction, poetry, etc. as part of
Ruth Berman's entry on "Mermaids" in the following book, but aside
from the ones I listed above (none of which, other than UNDINE, I've
read myself), all discussed seem to be children's literature,
folklore, or definitely not love stories (strictly comedy etc.).
Title: Mythical and fabulous creatures : a source book and research
guide / edited by Malcolm South.
Published: New York : Greenwood Press, 1987.
Description: xlix, 393 p. : ill. ; 25 cm.
The entry on "Mermaids" is on pp. 133-145; discussion of mermaids in
literature is on pp. 138-145.

Have a patron interested in romances about mermaids. Found her Betina
Krahn's title The Mermaid.
Any other ideas?
