I think A Simple Plan by Scott B. Smith was set in that part of Ohio. And
Sherwood Anderson's fictional town of Winesburg, Ohio is based on the town of
Clyde in the north central part of the state. These are both "mainland"
novels, though and may be all wrong for the Lake Erie islands aspect; I
included them because you mentioned Sandusky and Port Clinton in the subject
line.

Also Dee Brown's Conspiracy of Knaves includes brief stuff about civil war
prison and spies and the LAke Erie Islands and/or Johnson's Island in
Sandusky Bay.

I've always understood that Winesburg was based on
Clyde, Ohio. Websites including classicnote.com say
that Anderson spent his childhood and adolescence in
Clyde, and that's the setting of the book. Clyde used
to have a restaurant, the Winesburg Inn, named after
the book.
