Hi all - A customer remembers reading the following about 7 years ago, and
hopes someone remembers the title and author info. Plot is as follows - A
couple steal money and flee to the Caribbean, where they begin to make an
island out of garbage and sewage. They eventually declare the island a
country, and begin to make treaties, etc. There may be a character named Lord
Tortalon or Lord Tartalon in the book. Possibly a mystery.
