We have the Connie Willis book on the shelf and she does mention the story, THE SNOWSUIT OF CHRISTMAS PAST, (not Snow Suits)in the introduction. I could not find any collection of Higgins' stories in our collection or on Amazon.com or B&T, although bio information of him I found in another book did say that he had published two collections of stories as well as 19 novels.

His entry in DICTIONARY OF LITERARY BIOGRAPHY YEARBOOK (1999 volume)
indicates only one short story collection: THE SINS OF THE FATHERS,
which was published only in the United Kingdom (in 1988). I can't
find a contents list to see if a story of this name is in there.
According to WorldCat, these libraries hold the book: anyone on the
list from one of them who could check?

The list of Higgins short stories in TWENTIETH CENTURY CRIME AND
MYSTERY WRITERS doesn't list such a story title, but that goes up
only to about 1983/4.
DLB noted that Higgins published large amounts of newspaper
journalism, columns, etc.; presumably most of that is uncollected
and possibly the elusive title refers to something on that
order? (Just a guess.)

Hello.
I'm trying to track down a short story by
George V. Higgins titled 'Snow Suits of Christmas
Past.' It is apparently mentioned in Connie
Willis' 'Miracle and other Christmas Stories,'
(I'm waiting for our copy to come in), but I find
no trace of it in short story index or
bibliographies of the author's work.
Anyone know this story, and where it can be
found?

to which I now have a partial answer, with a full one to follow in a
couple more weeks....
Namely, I went (one step removed to The Source). I don't know Connie
Willis, but I do know Ellen Datlow, who does, so I asked her to ask CW
and today got this reply:

Subject: George V. Higgins & Connie Willis
Here is the information, directly from Connie.
The piece is a reminiscence by Higgins about going out with his
father the day before Christmas ever year, and is about three
pages long. The title is "The Impossible Snowsuit of Christmas
Past." Connie says it was in a woman's magazine such as either
Good Housekeeping or Better HOmes and Gardens and was published c
1984-86. She knows this because the bio mentions that Higgin's
book _Imposters_ is forthcoming in 1986.
It's not fiction so it probably has not been reprinted. She's
going to send me a photocopy.
I can photocopy that when I get back from London (I'll be gone Jan
24-Feb 7th) and send it to whoever wants it.
I won't be getting it from Connie before I leave for London Thursday.
I'll next be in the office (once I return) the 13th. So if you and
anyone else interested emails me with their addresses
between the 8th-13th I'll make you copies and send them out.

So: if David Wright wants to send me his preferred mailing address
I can either have Ellen send him a copy directly on Feb. 13th, or
copy the copy she's sending me and send on to him. (I'll keep my
own copy as well, in case this question comes up again.) And he
can supply his client with a copy of the article that actually came,
two or three photocopies removed, from the hands of Connie Willis
Herself...always assuming that mid-February is not too late for his
purposes. If there is a deadline that won't meet, I suppose I
could ask Ellen (before she leaves) to contact Connie Willis again
and ask her CW to send a copy to David Wright directly, but since
this is already a "friend of a friend favor" sort of thing I'd
rather not do that unless necessary.
