I need help identifying a book for a library patron. He read & listened to
the book as an audio-book a few years ago. He recalls the author was a woman
who had some experience with the CIA or some other counter-espionage agency,
but she was not a very famous author. The book was a thriller about a
bio-terrorist with a hidden lab, probably in the Yugoslavia area, & he was
developing a horrible strain of anthrax as a biological weapon. In the
course of the plot the bio-terrorists kidnapped a U.S. Congresswoman &
infected her with the anthrax.

Does anyone recognize this novel? Several of us have searched our library
catalog, the statewide catalog, & "What Do I Read Next?" to no avail. Help!
