Using the British Library, it seems that the first title in the series is
_High water_; the dates given for the original publications are as follows:
High water (1991) - avail. lg. print (1995), as per OCLC
Flood water (1992)
Storm water (1993)
I can't confirm existence of large print versions of the latter two titles.

Thought I'd seen someone answer this already...?
Best I can do with the three-title entry (under "Water Series") on p.690 of
THE WHOLE STORY (2d ed, 1998) by John E. Simkin is to report he lists HIGH
WATER (1991), FLOOD WATER (1992), and STORM WATER (1993) only.
Simkin lists "Crown Series" on p.143 as consisting (then, anyway) only of
CROWN HOUSE (1988) and CROWN PAPERS (1989).
According to the LC Copyright files, a Peter Ling (probably but not
necessarily the one you want) has also published at least two books
under the pseudonym "Petra Leigh" -- GARNET and ROSEWOOD.
There may be at least three UK authors named Peter Ling: CONTEMPORARY AUTHORS
shows a UK author who does nonfiction only (on automotive history and the US
civil rights movement); the WATER etc. guy is presumably a different one; and
there's another (?) UK television writer (comedies and the soap operas COMPACT
and CROSSROADS, often collaborates with Hazel Adair) who did one DR. WHO
novelization (THE MIND ROBBER), and whom I take to be the science fiction
writer you mention.
