Is there a general index online that one does not have to subscribe to?
I haven't been able to find one.

In general, genre short stories and/or pre-1923 (public domain in the
US) short stories are far better covered than recent/nongenre material.
Online free short story indexes I have bookmarked include:
science fiction/fantasy:
Index to Science Fiction Anthologies and Collections (up to 1983)
The Locus Index to Science Fiction 1984-1998
(with separate update indexes for 1999, 2000, 2001)
Internet Speculative Fiction Database
mystery/crime:
Mystery Short Fiction, 1990-1999
(includes such reprinted in anthologies etc. during those years, so
scope is broader than appears from the title)
miscellaneous anthologies that are not sf/f or mystery:
Miscellaneous Anthologies
(about 350 from various dates and publishers; more are being added
from time to time but it's pretty much hit and miss what may be found)
Fictionmags Miscellaneous Magazines Index
(again, very much hit and miss; what should eventually be a massive
index of fiction in previously-unindexed (mostly) magazines, but it's
early days yet; a number of us on the Fictionmags list are inputting)

does not index short stories as such but the books covered include
