I'm sorry this took so long. I'm pretty sure I have the book you're
looking for. I knew I had read something that sounded a lot like the book
you were describing, but I also could not remember the author or title. I
frequently borrow books from our Friends Book Sale Room and I was pretty
sure that it was in there. I found it today!! The author is Monica
Hughes and the title is Devil on My Back. Blurb - "Son of ArcOne's
powerful Overlord, Tomi had looked forward to Access Day all his life. On
that day his infopak would be surgically implanted in his back, connecting
him with the vast knowledge of the domed city's computers. But soon after,
Tomi began to wonder why some of ArcOne's inhabitants received the gift of
wisdom, while others were condemned to live as slaves. Then a rebellion
left him stranded in the wilderness beyond the city's walls. There he
discovered ArcOne's terrible secret - and a life of freedom and promise he
had never dreamed possible."
