I don't watch it either, but do you suppose it could be From the shadows : the ultimate insider's story of five presidents and how they won the Cold War by Robert M. Gates.
although that is 5 presidents and only one staff...

Karen,
There are many books about the role of White House staff and some about the
position of Chief of Staff, as well as memoirs by different Chiefs of Staff.
Not having seen the interview, we don't know what it actually said. However,
the following title seems to the point and is the only one I found that
actually consists of Chiefs of Staff in their own words.

Date of Publication: c1986.

The subject heading is Presidents--United States--Staff. I looked it up
in Amazon hoping for a summary or a review, and found this

Thanks to Tom and Sarah for their suggestions--I have passed them on to the
patron. The interview itself was very vague--nothing more than what I
originally posted. We tried emailing the "West Wing" show to see if they
could tell us, but got a canned response that they don't answer personal
emails.
