Sound familiar?

This is what I know:
The patron read the book about 30 years ago. She thinks it is about
4th grade reading level. The book is about a young girl who's
father had to hide her in the attic of a lighthouse during the Depression.
At night, the girl would see a female ghost walking along the beach. The
ghost turns out to be a real person.
Does this sound familiar to anyone?? It's starting to sound very familiar
to me, but I think that's because I have been looking for this title for
so long! I will be eternally grateful for any suggestions!

There were enough similarities between this book and the one that your
patron described. Hope it helps.
