More to the point, see if someone near you has a copy of Allen J. Hubin's
bibliography CRIME FICTION II or the new edition which is on cd-rom
only (for about $50). Among other things, it has an index by settings;
I just checked our copy and there are several hundred (!!) mysteries
listed under "Africa," "Africa, East," etc., names of individual
countries (several dozen under "South Africa" with more under individual
cities e.g. Capetown, Johannesburg...).
If no library near you holds a copy of this to consult, contact me
offlist and I'll send you a copy of the relevant pages.

Your patron may want to read James Michener's THE COVENANT which is set in
South Africa and goes from the beginnings to the 20th century as do many of
his books.
