On the first question, I suspect your client is thinking of THE GREAT
PACIFIC WAR (1925) by Hector Bywater. There are a number of sites on
the Web that mention this as a blueprint (figurative and perhaps
actual) of Japanese strategic planning, Pearl Harbor included. See also

It's just a bare bones list (no plot summaries etc.) so identification
would depend of recognizing title if seen.
Another bibliography, which involves alternative histories in general
(not solely future wars) and which *does* include short synopses, but
which I do not have present access to, is that included in ALTERNATIVE
HISTORIES: ELEVEN STORIES OF THE WORLD AS IT MIGHT HAVE BEEN ed.
Charles Waugh and Martin Greenberg (Garland, 1986).
On alternate histories in general, the most comprehensive list is
available free on the Web at

This includes a "Divergence" index which lets you find titles on
the basis of time period in which the alternative history diverged
from our "real" one. Most stories in which the Axis won WWII (and
there are a lot of them) would presumably have divergence dates
in the 1939-1945 range.
The Clute/Nichols SCIENCE FICTION ENCYCLOPEDIA (1983) has a long
entry titled "Hitler Wins" on pp. 572-572 which lists some three
dozen stories. A few of the better-known/likely to be widely
held ones include Robert Harris' FATHERLAND; Len Deighton's SS-GB;
Philip K. Dick's THE MAN IN THE HIGH CASTLE; Sarban's THE SOUND OF
HIS HORN; and Katharine Burdekin's SWASTIKA NIGHT (first published
as by "Murray Constantine," and recently reprinted).
There's also a whole anthology of short stories: HITLER VICTORIOUS
ed. Gregory Benford and Martin Greenberg (1986).
