In this case, I would tell the customer what the procedure is for
commenting on library materials, and also let him or her know that a future deliberate
destruction of
library property would result not only in fees but in a banning for six
months and possible prosecution for vandalism or willful destruction of
library property. This should be in writing by the library
director.
Would also review your policy and make changes if necessary to allow for
either prosecution or banning for 6 months at first instance of willful
destruction of library property.
