I don't remember the car on the cover. I think it was a picture of the
flooded town, and I don't remember the home pregnancy test either, and
come to think of it, it was written in the early 90s, but it is a
mystery!

Hmmmm, the only submerged town book with a mystery that I can remember
is Donald Westlake's Drowned Hopes - but it's a humorous mystery. A guy
robbed a bank? and hid the money, but he got caught and went to prison.
When he gets out, he hooks up with Dortmunder and gang to get his money -
but the old town is underwater due to a dam. The con does have an
illegitimate daughter in the town. The con doesn't care - he wants his
money and wants to blow up the dam to get it - and Dortmunder has to
figure out how to save the town.
