You could try James Fenimore Cooper's "The Wing-and-Wing," which is a love
story set amid the naval conflict between the French and the British in
the Mediterranean.

Not sure if this will fit the request but how about...

Snow Falling On Cedars by David Guterson.

There is an element of romance and an element of a sea story (although
the romance is not on high seas!) :-)

Anyway, it's well worth the read!
