Does anyone have any ideas?
If she wants to push the envelope a bit, there's always Robin Schone -
romantic erotica. Current release is "The Lady's Tutor," Edwardian
historical.
More "conventional" suggestions for historicals include Sara Donati's
"Into the Wilderness" (Donati is a Gabaldon protegee) and just about
anything by Mary Jo Putney or Jo Beverly. My mind's drawing a blank
beyond those names - do you have a copy of "What Romance do I Read next?"
or "Genreflecting"? Either would be very helpful; patron might enjoy
browsing.
For contemporaries, there's always the Harlequin Temptation line - it's
considered THE "steamy" line for contemporaries. Writing quality is
pretty high, too.

Another popular hot & heavy is Judith McNaught (perfect, Night Whispers, Paradise, Remember When) She also writes some historical
novels.
Susan Elizabeth Philips (Fancy Pants, It Had to be You, Nobody's Baby But Mine, etc.) is another patron favorite, although her
novels are romance & humor, rather than suspense.
Anne Stuart (Nightfall, Moonrise, etc.) has novels with suspense, but they're dark edged, with men who are almost "anti-heroes" and
maybe not the kind to be polite to your mother.
I'm sure you'll get loads more recc's

Jayne Ann Krentz writes steamy stories with a hint of suspense (like Nora
Roberts) and if your patron likes her, Krentz also does a
historical series under the pseudonym Amanda Quick and a futuristic series
under Jayne Castle (Orchid, Zinnia, etc.) .
Another popular hot & heavy is Judith McNaught (perfect, Night Whispers,
Paradise, Remember When) She also writes some historical
novels.
