I have a patron looking for a book that she was just sure was written by
Mary Higgins Clark, but after looking at a list of her titles, is not so
sure anymore. The story involves a 3-year-old girl who was kidnapped from
a cart at the grocery store. The girl was found seven years later (at age
10) living in Canada (possibly with a woman named Peony). The patron also
believes the kidnapping was done by family members, and that the
grandmother was the one who located the girl. It's possible that the
mother and father of the girl were both deaf.

I believe this book is Feather on the Moon by Phyliss Whitney. It is set
in my hometown of Victoria British Columbia
