Source of a quote

I have a patron who is looking for the source of a quote - actually, two
quotes from the same source. She thought they were from the Bible but
wasn't able to find any reference to cats in the concordances. Can
anyone venture a guess as to what book these might be from?
"For the Lord commanded Moses concerning the cats at the departure of
the children of Israel from Egypt" and "For he killed the Icneumon-rat,
very pernicious by land."

I found it by doing a phrase search in <A HREF="http://www.altavista.com">http://www.altavista.com</A>
