I think that the book you are looking for is probably "Santa's Twin" by
Dean Koontz.

The book was actually written by Dean Koontz (it is the one he reads to
his children in the book "Mr. Murder" ) and is titled "SANTA'S TWIN. A
fun adult picture book!

The book is called "Santa's Twin" and is by Dean Koontz, published in 1996
by HarperPrism.
