Patron read a book a few years ago. She believes it's from the late 1980's
early 90's. It's written by a woman, set in the future in California,
mostly San Francisco after some kind of war. Northern and Southern
California are fighting against each other for control of the water and the
land.

There's some new age stuff about medicine and healing. The main character
is a healer and the person she falls in love with was in prison in the
South for a very long time.

The story talks about how a small group of people can affect and change the
lives of many people.

I believe this is "The City, Not Long After" by Pat Murphy -- it's out of
print now -- published by Doubleday in 1989
