  Interlibrary Loan Policy

The Morton Grove Public Library endorses the Illinois State Library's ILLINET Interlibrary Loan Code.

Requests of MGPL

    Requests may be submitted by mail (ALA form or equivalent required), fax, OCLC, phone (confirming fax required), or through the NSLS EILL system.

    Rush requests may be made by phone provided a confirming fax request is sent following confirmation of the item's availability.

    Loans will be sent by van within Illinois and by mail or UPS outside of Illinois. Other delivery methods will be at MGPL's discretion and may be at the requestor's expense.

    The library reserves the right to reject requests not in compliance with national and state interlibrary loan codes, and will not fill requests for items owned, but checked out, by the requesting library, unless the item is missing or long overdue. Special circumstances: requests for books for book discussion groups will be approved only if MGPL owns more than one copy of the requested title.

    Assuming item and staff availability, loans and faxes will be sent within 72 hrs. Requests received after 4:00 or on a weekend will be treated as if received at 9:00 on the next work day (Mon.-Fri.) . Notification of unavailability of requested materials (for loan or fax) will be made according to same guidelines.

    Loans

      Materials available for ILL: books; magazines; AV items except the following: feature film videos, feature film DVDs, Quick Pick/PlayAway audiobooks and video games. Microfilm will be loaned for in-library use only. AV materials and periodicals will not be loaned out-of-state. Reference materials and items less than six months old will not be loaned.

      Loan Periods: 3 weeks for books and audiobooks, 1 week for videos and DVDs, and 2 weeks for all other materials. Delivery time of one week will be added to each loan period.

      Renewals: Any item not on reserve may be renewed once only for an additional loan period.

      Charges: There are no charges for any loan.

    Photocopies
      Up to 20 exposures will be provided, within copyright limits. If more than 20 exposures are needed, the item will be loaned.

      There are no charges for photocopies.

      Materials will be photocopied from either hard copy or microfilm.

    Faxes
      Up to 20 pages will be faxed within area codes 847, 312, 708, 630, 773 and to NSLS member libraries in area code 815. Long distance faxes will be limited to 10 pages. If more than the maximum number of pages is needed, the item will be loaned.

      There are no charges for faxes.

    Express Service
      Requests (loans or faxes) requiring faster response than described above will be filled as quickly as possible, provided they are preceded by a phone call to confirm availability and to inform the library of the time frame for the request.

    Billing Procedures
      There are no charges for standard ILL/photocopy/fax services as described above. If express service requires other than van/mail/UPS delivery, a bill for the shipping charges will be sent with the item (pre-payment will not be required).

Requests by MGPL

    Loan requests will be accepted from registered patrons of any NSLS public library (NSLS Universal Access Policy). Photocopy requests will be accepted from Morton Grove cardholders only. Requests will not be accepted from patrons of non-NSLS libraries, including Chicago Public Library.

    Due dates are set by the loaning library, not by the Morton Grove Public Library; ILL items will be checked out with the due date given by the loaning library (up to a maximum of 4 weeks), regardless of when the patron checks the item out. Requests to renew items borrowed from all other libraries may be made by calling the MGPL Interlibrary Loan Department during normal business hours (Monday through Friday, 9:00 a.m. - 5:00 p.m.) at least three working days prior to the due date; overdue items cannot be renewed. Renewals are at the sole discretion of the loaning library and cannot be guaranteed. In all cases, items may only be renewed once. The automated system cannot be used for ILL renewals.

    The library will not request any type of material that it does not loan to other libraries (e.g. feature film videos, feature film DVDs, items less than six months old) and will not use ILL as an alternative to purchasing an item.

    Patrons may not repeatedly request an item, or have another family member request it for them, in an effort to circumvent the standard loan period plus renewal. Therefore, there will be a two-week wait between the time a patron returns an interlibrary loan item and the time the patron or any member of his/her household can request the same item again.

    The Library does not buy textbooks for its collection, and since the purpose of ILL is not to provide continuous availability of an item for school use, the interlibrary loaning of textbooks will be limited to one request per patron for the same title every three months, with only one renewal request, as is standard.

    The library will not request any material owned by the library. However, if an item is missing or long overdue (more than two months), it may be requested via ILL. Special circumstances: requests for extra copies of books owned by MGPL for book discussion purposes can be made.

    The library will request loans only from libraries that do not charge; materials available only at a fee will be requested only after confirmation from the patron about the patron's willingness to pay the fees. Charges for photocopies, if any, will be paid by the requesting patron.

    MGPL cardholders are limited to 5 pending requests (7 total outstanding requests/loans) at any time. This includes items that are checked out and/or renewed (one time only).

    Non-MGPL cardholders are limited to three new requests per month. The Library will not accept requests from non-MGPL cardholders for items their home library owns or for material types their home library will not request via ILL (in other words, they cannot use MGPL to bypass the ILL policies of their home library).

    Patrons who do not pick up an interlibrary loan item by the return date of the item to the loaning institution will be assessed a fine of $1.00. Patrons who do not pick up photocopies of articles within two weeks of the notification date will be assessed a $1.00 fine.

    Effective with items checked out on or after May 21, 2002, the overdue fine for interlibrary loans is $1.00 per day. Effective April 14, 2005, for a lost interlibrary loan item, a patron will be charged the replacement cost assigned by the loaning library plus overdue fines up to the established maximum fine for ILLs ($50.00).
